Japan Expands Government Support for Music's Global Push — 'New Music Accelerator' and METI's Export Data Report Frame the Practical Agenda for a 44.86-Billion-Yen Overseas Market

Government support for Japanese music's international expansion is broadening. Under the Ministry of Economy, Trade and Industry's creator-support program 'New Music Accelerator,' artists and managers aiming for careers at home and abroad receive subsidies for production and promotion costs, alongside business-strategy and marketing mentorship from project managers — public support that now goes beyond funding into hands-on guidance.
On April 30, METI also published a report on the international expansion of Japan's music industry. Overseas revenue for 2024 is estimated at 44.86 billion yen in total: 26.53 billion yen from digital distribution, 6.87 billion yen from copyright and related rights income, 4.82 billion yen from live performance, 2.67 billion yen from physical product, and 3.97 billion yen from other sources. The numbers confirm that distribution accounts for the majority of overseas revenue.
In policy terms, this sits within the government's broader push to grow content-industry exports: quantify the current state of music's overseas business, then connect it to support programs. The aim is to lift music — a smaller export category than anime or games — through data-grounded support.
For the industry, the significant shift is that international expansion is no longer the preserve of major labels. With digital distribution at the center of overseas revenue, independent artists can reach international markets through global DSPs and well-designed promotion. Public programs function as a device for lowering those initial costs.
Practically, applicants need to track open-call schedules, prepare business and financial plans, and build an execution structure for overseas promotion. Being able to describe one's activity as a business, day to day, is what separates those who can use public support from those who cannot.
